Solomon Islands Ports Authority trading as Solomon Ports is inviting expression of interest from qualified and experienced Human Resource specialists to submit applications for this consultancy outlined below.

Consultancy to review and develop human resources procedures & processes
- Background
The Solomon Islands Ports Authority (SIPA), trading as Solomon Ports, is a state-owned enterprise mandated to manage and operate Solomon Islands’ principal seaports. Solomon Ports plays a critical role in supporting national development through the provision of efficient, safe, and sustainable port services.
Solomon Ports is responsible for the administration and operation of the country’s two main international ports – Honiara Port and Noro Port. These ports serve as key logistical hubs for the import and export of goods, inter-island shipping and international maritime connectivity. Core services provided include pilotage, berthing, cargo handling, stevedoring, warehousing, and port security, all aligned with international maritime standards.
Solomon Ports continue to pursue operational excellence through infrastructure development, modernization of port systems, capacity building, and strategic partnerships – ensuring that the national and international ports remain resilient, competitive, and responsive to the evolving needs of the domestic and international maritime industry.
- Consultancy – Purpose & Objectives
As part of our commitment to providing safe, fair, competitive and high-performing work environment, Solomon Ports is seeking consultant(s) to review and develop procedures, processes and where relevant operational frameworks that will support the effective execution of existing Human Resource policies related to: salary structure, occupational health and safety, organisational structure, performance management, remuneration, and employee benefits and incentives.
Objectives
The specific objectives of this consultancy are to:
- Review and improve the salary structure and staff benefits;
- Review and strengthen the OHS framework and procedures to comply with legal standards, reduce risks, and ensure safe, healthy, and productive working environment;
- Review and update performance management system to ensure fair, transparent and supportive of staff development and organisational performance;
- Review and revise organisational structure to optimise efficiency and service delivery; and
- Review of training and development procedures.
- Scope of Work
The consultant will be engaged to undertake a review, update and where relevant develop framework, standard operating procedures, plans and other required tools and/or recommend actions to improve efficiency, equity, safety, staff wellbeing and organizational performance. The scope of work will include the following components:
- Review of Salary Structure, recommend and develop plan for an updated salary structure
- Review organizational structure and recommend updated structure
- Review and update of Occupational Health and Safety (OHS) Framework
- Review and update of Performance Management System
- Review of remuneration and incentive mechanism and propose structured framework and implementation guidelines
- Deliverables
Deliverables are as follows:
- Inception report outlining methodology, workplan, timelines and stakeholder engagement approach (1 week after contract signing)
- Benchmarking and gap analysis report
- Revised and updated Human Resources Policies, SOPs and frameworks including;
- Draft revised salary structure and employee benefits framework
- Updated OHS policy and procedures
- Revised performance management framework and tools
- Updated organizational structure with revised organogram
- Recommendations for a staff training and development framework
- Final report: consolidated summary of findings, key recommendations

- Reporting Line
The consultant will report to the [HR Manager/Corporate Service] and work closely with the HR team and designated focal point.
- Qualification and Experience
The consultant (individual or firm) must demonstrate the following qualification and competencies:
- A postgraduate degree in Human Resource Management, Industrial Relations, Public Administration, Business Administration, or related field
- At least 10 years of professional experience in human resources policy review, salary benchmarking, job evaluation, preferably in the public or SOE sector
- Proven experience conducting similar exercise using both qualitative and quantitative methods
- Knowledge of the Solomon Islands public sector and/or SOE environment or similar Pacific Islands country contexts.
- Strong analytical, writing and facilitation and communication skills
Additional considerations:
- Firms may propose a team of consultants with complementary skills to cover the technical areas.
- Local consultants or partnerships with local HR professionals are strongly encouraged to ensure contextual relevance
- Proposals
All bids must submit a technical and financial proposal, addressing the competencies and expertise of the consultant(s)/firm. Proposals may also include samples of similar previous work.
- Payment terms and Schedule
Payment will be made upon submission and approval of deliverables, in accordance with agreed milestones:
- 10% upon approval of inception report
- 10% upon approval of benchmarking and gap analysis report
- 70% upon approval of revised HR policies, SOPs, and frameworks
- 10% upon submission and acceptance of final report
